Duterte Faces ICC Pretrial ProceedingsPretrial hearings began Feb. 23, 2026; judges have 60 days to decide whether to send three counts to trial.
- The ICC in The Hague opened a pretrial hearing on Feb. 23, 2026, against former Philippine president Rodrigo Duterte on three counts of crimes against humanity.
- Prosecutors told judges that Duterte encouraged police and hit squads to carry out dozens of extrajudicial killings by promising money and instilling fear.
- The proceeding is a pretrial session for prosecutors to present their case, and judges will have 60 days to decide if the evidence warrants a full trial.
- Duterte, 80, waived his right to appear; his defense says his rhetoric was not intended to incite violence, and more than 100 relatives watched the hearings at organized events in Manila.
