Marco Rubio announced the measure on 15 September under Section 212(a)(3)(C), targeting foreign nationals responsible for or complicit in relevant policies.

The US government named no targets; diplomatic sources say no public list of affected individuals is expected.

US Ambassador Leo Brent Bozell III described the visa restrictions as the first step in a series of escalatory measures.

South Africa’s foreign ministry announced a statement; it remained unclear whether Ramaphosa had responded to Trump’s message.

The United States will not allow such behaviour to go unchecked. These actions directly undermine peace, economic stability, and the rule of law, and they are incompatible with the pillars of America’s foreign policy. We once again strongly urge the South African government to quickly address these egregious actions.
— US Secretary of State Marco Rubio, in a Tuesday statement announcing a new visa restriction policy under Section 212(a)(3)(C) of the Immigration and Nationality Act
