Streeck calls for prevention and a higher tobacco taxIn a guest article, Hendrik Streeck cites 131,000 annual smoking deaths and economic costs of at least 100 billion euros.
- Streeck portrays demographic change as a structural strain: fewer contributors face more older and chronically ill insured people.
- He calls for non-insurance responsibilities to be financed entirely through taxes, including health-insurance contributions for Bürgergeld recipients.
- He advocates systematic prevention that reduces risks early instead of treating diseases later at greater cost.
- According to the World Health Organization, a 10% price increase reduces tobacco consumption by about 4% in affluent countries.
We invest the vast majority of our money in repairing illness—not in preventing it.— Hendrik Streeck, CDU member and Federal Commissioner for Addiction and Drugs, in a guest column

- The government’s current plans envisage raising tobacco tax by 40 cents per cigarette pack each year through 2030, which Streeck considers insufficient.
- According to tobacco-industry calculations reported by Tagesschau, a pack of 20 cigarettes could cost about 9.10 euros in 2027 and gradually reach 11.78 euros by 2030.
- For 2030, the federal government estimates that the higher tobacco levy would bring in approximately 4.4 billion euros in additional revenue.
- According to the Federal Ministry of Health, the share of 12- to 17-year-olds who smoked fell from 27.5 percent in 2001 to 6.8 percent in 2023.
It has been shown that, from a health policy perspective, price increases on cigarettes are more effective when they are noticeable.— Hendrik Streeck, in an interview with the Rheinische Post on Saturday
