M23 controls major coltan mine near RubayaMining near Rubaya produces about 15% of global coltan, while separate peace talks seek to address the conflict.
- Rubaya produces about 15% of the world’s coltan, which impoverished local residents extract manually for a few dollars per day.
- A U.N. report said M23 established a parallel administration for mining, trade, transport and taxation after seizing the area in April 2024, generating an estimated $800,000 monthly from levies.
- U.N. investigators report that Congolese minerals are often smuggled at night through Goma and Bukavu into Rwanda, where they are mixed with Rwandan coltan to obscure their origin.
- The Democratic Republic of Congo and M23 pledged in Doha to reach a peace deal by August 18, but the U.N. says at least 319 civilians were killed in July in attacks carried out by M23, a figure Reuters could not independently confirm.
The Treasury Department will not hesitate to take action against groups that deny the United States and our allies access to the critical minerals vital for our national defense.— John K. Hurley, undersecretary of the Treasury for terrorism and financial intelligence, said in a separate statement.
