In the attack of 1941 that propelled the United States into World War II, a total of 1,177 sailors and Marines lost their lives. Conter, who served as a quartermaster, was stationed on the main deck of the Arizona when Japanese aircraft flew above him on December 7 at 7:55 a.m.

A bomb managed to pierce through the steel decks of the battleship 13 minutes into the assault, igniting more than 1 million pounds of gunpowder stored beneath it, causing the ship to be raised out of the water.
