Prime Minister Justin Trudeau's government proposes increasing the share of capital gains subject to taxation to two-thirds for individuals with annual investment profits of over C$250,000 ($181,752), companies, and trusts to raise revenue for public programs. The measure will be effective on June 25 and could undergo amendments.

Mining, oil, and gas exploration companies on the TSX Venture Exchange have raised funds by issuing flow-through shares, which account for 65% of all funds raised by exploration mining companies on Canadian exchanges. Canada's exploration companies have only raised C$240 million in March, down by 79% from a year ago.

Industry lobby groups hope the government will provide an exemption for flow-through share investors, as failure to do so could jeopardize over 70% of all resource explorations in Canada. The proposed measure is feared to potentially signal the end of many mineral explorations in Canada.
