- A former employee, Shakilah Grixby, reported last year to the city that she was sexually harassed by Gerald Kuhn.
- She filed complaints with the U.S. Equal Employment Opportunity Commission and Nebraska Equal Employment Opportunity Commission because she believed the city did not properly investigate her harassment reports and retaliated against her for speaking up.
- According to the settlement agreement, Grixby claimed she "suffered physical and emotional harm as a result of being harassed and then retaliated for reporting the harassment during the course of her employment with the city".
- After Grixby reported she had been harassed, Mayor Jean Stothert "immediately placed Kuhn on administrative leave and asked the Human Resources Department to conduct an investigation, pursuant to policy".
